MOE BANS 286 SINO-FOREIGN EDUCATIONAL INSTITUTIONS

Termination list of 286 Chinese-foreign education projects” was released in August.


The Ministry of Education has been implementing various measures to strengthen the supervision on Chinese-foreign cooperative education institutions and programs across the country.

According to the Ministry of Education (MOE), as of the end of 2020, there were 2,332 Chinese-foreign cooperative education institutions and programs across the country, of which 1,230 are for undergraduates or above.

There are more than 300,000 students enrolled in these cooperative education projects for bachelor's or above degrees in China.


A list of terminated programs was published on the official app of the Ministry of Education and included partnerships with elite institutions including City University London, New York University, and the University of Hong Kong.

One of the key advantages of cooperative education projects is that students can get more chances for studying abroad. They can attend the classes abroad in cooperating universities/schools directly after finishing the semesters in China. And the diploma certificates issued abroad are approved by the Minister of Education. The cooperative education institutions and programs are considered as supplements to the regular education system and promote a diversified educational environment. In order to further regulate the order of Chinese-foreign cooperative education institutions and programs, and improve the quality of education, MOE has been implemented various measures, and keep the information public on its Education Supervision Information Network. The MOE aims to create a systematic quality assessment on the Chinese-foreign cooperative education institutions and programs and establish enforcement and punishment mechanisms. So that it will provide more comprehensive and reliable education guidance and service information to the society.


Wu Yue, founder, and chief executive of international school service and industry research company New School Insight Media, told the South China Morning Post these program closures are merely part of a routine clean-up of overseas partnerships conducted each year by the ministry.


“Every year, the authorities terminate some unsuitable programs and give permission to a few that have good quality, it’s a routine operation,” she said. “The authorities have been supervising this area for a while.”
